Data-Driven Development in the Philippines

In January 2021, Action for Economic Reforms (AER) launched “Data-Driven Development in the Philippines” or Philippines in 3D (PH3D), a 24-month project co-funded by the European Union.

PH3D aims to champion human-centered data-driven development in the Philippines by using data-informed and technology-enabled participatory decision making to address issues in local development.  PH3D will collaborate with four Local Government Units across Luzon and Visayas namely Pasig City, Sorsogon Province, and Guiuan and Arteche in Eastern Samar.  The partnership hopes to design tech-powered provinces/cities ready for the data revolution. 

The project is also led by a coalition of academic institutions, partners from the data, tech and research sectors, and various impact-driven civil society organizations. Expected activities include the creation of a centralized data dashboard targeted towards policymakers and the general public, capacity building initiatives with partner LGUs and CSOs, and an information campaign for public education on data-driven development. At its core, PH3D is about improving governance, performance, and transparency of LGUs by enhancing the capacity of civil society to enable an environment conducive for data-driven participatory decision making.
